No. Scars are the result of a permanent loss of collagen. Topical treatments can't dramatically help with this. Topical retinoids can help a bit (maybe around 20%) with very minor scarring, but nothing topical creates dramatic improvement. Hyaluronic acid can "plump" the skin, but does it temporarily and will not dramatically alter the appearance of scars.
When it comes to scars, preventing them is the way to go. Once you have them, you can always get scar treatments, but topical treatments really don't work, and basically you don't want to waste your money on topical scar treatments.
