pic's a bit blurry..but given the location and somewhat blue-ish color i'd say it's probably a blackhead.

they're pretty stubborn and as far as i know exfoliating is key to get rid of them, maybe you can get it professionally extracted as well if it bothers you that much.

Well, I know I have sebaceous filaments all around my nose, but those ones that in the picture are blue, and I've never seen any sebaceous filaments looking blue.
